Should Job-Seekers Offer to Pay for Relocation?

I currently live in Richmond, but I have been applying for work in North Carolina for about six weeks now. So far, I’ve gotten a few bites, but no interview yet.

Do you think it would be advantageous to state in my cover letters that I would be willing to cover the costs of the interview as well as the costs of relocation to North Carolina? The jobs that I am looking for typically cover both of these expenses. I’m just looking for a way to sweeten the pot and to ensure somehow that I’m not getting put at the bottom of the stacks because I’m not a local candidate. On the other hand, I don’t want to spend lots of money if I don’t need to.
